The statistical system of Beijing Municipal Government is composed of four-tier statistical networks at the municipal, district(county), township(street) and village(community) levels. In which, Beijing Municipal Bureau of Statistics and NBS Survey Office in Beijing, jointly organize and coordinate the city-wide statistical work in accordance with law. They jointly carry out statistical surveys, data release and analyses for the economic and social development of Beijing, also jointly responsible for implementing statistical supervision and carry the role of “data center” and “monitoring and evaluation center” of regional eco-social development, so as to provide statistical information and statistical consultancy advice for Party committees and governments at all levels as well as for the public.
One priority of the statistical system of Beijing Municipal Government is to collect data and information through scientific survey approaches according to survey objectives and requirements in a planned and organized manner. China has established a statistical survey system, which incorporates regular censuses as the basis, regular sample surveys as the main collection methods, and supplemented with periodical comprehensive statistical reports, key unit surveys and administrative records.
Census is a kind of comprehensive survey organized for certain purpose. Now major censuses conducted by statistical authorities concerning national condition and strength include population census, agricultural census and economic census. Population census is made every 10 years in year whose mantissa is 0; agricultural census is made every 10 years in year whose mantissa is 6; and economic census is conducted every 5 years in year whose mantissa is 3 and 8.
